Governor of Delta State,

Urgent Petition to Investigate the Activities of Agberos on the “Movement Ticket” in Delta State.

Your Excellency,

Rt. Hon. Sheriff F.O. Oborevwori, and Delta State Commissioner of Police,

Note: “The 1999 Constitution as amended guarantees every citizens the Right to Freedom of Movement and Liberty”. This is not a privilege but a fundamental right from the Government of Nigeria and also a Human Right from God who created this world.”

We, the concerned citizens of Delta State, write to bring to your attention the alarming activities of a group of individuals commonly known as “agberos” operating under a new ticket called the “Movement Ticket.” It has come to our knowledge that these individuals are engaging in unlawful activities, extorting innocent citizens, and causing immense distress to travelers passing through Asaba to gain access to the River Niger Bridge.

Just this morning, we received information from one of the agberos that they are mobilizing their members to intensify their operations on the roads. We have observed that emblem agberos are already active, and the “Movement Ticket” agberos are expected to join them soon. These actions have created an atmosphere of fear and insecurity among residents and visitors in Delta State.

*One particular incident that highlights the urgency of this matter occurred a few days ago at the Koka axis. A woman, who was on her way to Enugu State with her four children, was detained for more than four hours by these agberos, despite the fact that she was using a private vehicle with a blue plate number. It is crucial to note that this woman is not a resident of Delta State and was merely passing through Asaba. Shockingly, she was coerced into paying ₦40,000, and the agberos even demanded additional funds. In desperation, she had to give them an additional ₦20,000 for her release.

Furthermore, these agberos possess a contract paper that they brandish to legitimize their actions, claiming that it grants them authority from the government. We find this deeply concerning and believe that an immediate investigation into the validity of this contract and their purported affiliation with the government is necessary.

In response to these grave incidents, we have reached out to the Board of Internal Revenue and the Chairman of Oshimili South Local Government Area, who have both promised to investigate these allegations. However, we believe that a comprehensive investigation by the Delta State Government and the Police is essential to ensure that justice is served and the rights of the citizens are protected.

It is disheartening to witness the poor being victimized by these unlawful acts, especially when our esteemed Governor has recently expressed concern regarding multiple taxation imposed on Deltans. This situation represents a clear abuse of power and the misappropriation of the government’s name and resources, further burdening the already disadvantaged members of society.

Therefore, we respectfully request the following actions:

1. Launch an immediate investigation into the activities of the agberos operating under the “Movement Ticket” in Delta State, particularly focusing on their extortion practices and the validity of their claimed government contract.

2. Take decisive actions against any agberos found guilty of engaging in illegal activities, including extortion, harassment, and the abuse of their perceived affiliation with the government.

3. Strengthen security measures on roads and highways within Delta State to ensure the safety and protection of residents, commuters, and visitors.

4. Enhance public awareness campaigns and education programs to inform citizens about their rights and responsibilities, as well as how to report instances of extortion, harassment, or any illegal activities by individuals claiming government association.

We believe that the Delta State Government, under your esteemed leadership, has the ability to address this issue promptly and effectively.

By investigating and taking appropriate action against these agberos, you will restore the faith of the citizens in the government’s commitment to justice, safety, and the welfare of the people.

We humbly request that you provide us with updates on the steps taken in response to this petition and the progress made in addressing this pressing issue.

Together, let us strive to build a society where the poor are not exploited and where every citizen can live without fear of harassment or unjust treatment. We implore you to take swift action and bring an end to the activities of these rogue individuals.

Thank you for your attention to this matter, and we eagerly await your response.

Yours faithfully,

Comrade Victor Ojei a.k.a Wong Box
