The official addressed reporters after the Federal Executive Council (FEC) meeting chaired by President Muhammadu Buhari.

The deal with Kuwait is in accordance with the provisions of the International Civil Aviation Organisation (ICAO) convention of Dec. 7, 1944.

The minister said the text of the approved memorandum was cleared by the Federal Ministry of Justice.

It provides that the agreement should have reciprocal rights and privileges for both countries and airlines involved.

Sirika, however, denied that the government had spent N14billion on the floating of the proposed national carrier, Nigeria Air.

He said FEC also approved the hiring of consultants for revalidation and collection of aviation height clearance for buildings and masts that could obstruct flight operations.

The contract, to be executed by Nigerian Civil Aviation Authority (NCAA), would run at no cost to the budget as the revenues accrued would be used to pay the consultants.
