A Petition regarding the alleged human trafficking and murder of Miss Nwaigbo Promise in Ibusa, Delta State and the bias of AIG Zone 5

Dear Sir,

“The same people who committed a crime, are the same people who ran to the AIG Zone 5 for help”… Compounding felony.

It is our duty to ensure that the world becomes aware of the actions taken by the AIG and the potential consequences for the pursuit of justice in this matter. We will diligently gather and disseminate information regarding this case, highlighting the attempts to undermine the investigation and release the suspects.

I am writing to bring to your attention a grave incident of human trafficking and murder that occurred in Ibusa, Oshimili North Local Government Area of Delta State, Nigeria. The incident involves Miss Nwaigbo Promise, a young mother to a six-year-old child, who has gone missing under suspicious circumstances and is believed to have been a victim of heinous crimes committed by Mr. Chibuzor Azubuike, Chibuzor Okechukwu, and Chiwendu Azubuike.

According to the information gathered, on a date in April 2023, Miss Nwaigbo Promise informed her roommate about her plan to meet an acquaintance at a hotel in Ibusa. She took an Okada ride with the assistance of Mr. Dozie Ezeh, the Okada rider, to reach her destination where she was scheduled to meet with 36-year-old Chibuzor Azubuike. However, when her roommate realized that Miss Promise had not returned after a few hours, they initiated a search.

During the investigation, it was discovered that the prime suspect, Mr. Chibuzor Azubuike, had left the hotel with Miss Promise Nwaigbo and her six-year-old daughter. The Ibusa Police Station initially apprehended the hotel owner, Mrs. Chiamaka Light, and the hotel manager, Mr. Kingsley Onwukwe, but subsequent investigations proved their innocence. The case was reported to the Ibusa Division Police Station on the 25th of April 2023 and later transferred to the State Criminal Investigation Department (CID) on the 2nd of May 2023.

While the investigations were underway, a breastfeeding mother named Miss Goodness Onwuatulue arrived at the same hotel with her baby and was waiting for someone. The hotel manager became suspicious when he noticed similarities between the person Miss Onwuatulue was waiting for and the prime suspect in the case involving Miss Promise Nwaigbo. The manager alerted the police and the neighbours, leading to the arrest of the suspect. Subsequently, a search at the suspect’s house uncovered Miss Promise Nwaigbo’s phone and a torchlight belonging to her. These discoveries were confirmed by the victim’s roommate, Igbe Uche.

It is disheartening to note that Miss Promise Nwaigbo and her six-year-old daughter have not been found to date. Furthermore, we have received information that since the prime suspect’s relocation to Ibusa in December 2022, at least four cases of mutilated female bodies have been discovered in the area. This situation raises grave concerns about the safety and well-being of women and girls in the community._

In light of these distressing circumstances, we kindly request your urgent intervention in this matter. We believe that justice must be served not only for the people of Delta State but also for the global girl child, as it will serve as a warning to individuals and syndicates involved in organ harvesting and human trafficking worldwide.

To support our plea for justice, we draw your attention to the following legal frameworks:

1. Violence Against Persons (Prohibition) Act, 2015: This Nigerian law criminalizes various forms of violence, including trafficking in persons and provides for the protection and support of victims. The alleged acts of human trafficking and murder in the case of Miss Nwaigbo Promise clearly fall within the purview of this Act. We implore you to invoke its provisions to ensure that the perpetrators are brought to justice and that the rights and welfare of the victim and her child are safeguarded.

2. United Nations Charter of the Girl Child Protection: As a signatory to this international charter, Nigeria is obligated to protect the rights and well-being of girls. The alleged crimes committed against Miss Nwaigbo Promise and her child violate the principles enshrined in this charter. We urge you to take immediate and decisive action to ensure that the perpetrators are held accountable, and the victim’s child is located and protected.

3. African Charter on Human and Peoples’ Rights Act: Nigeria’s adoption of this charter demonstrates its commitment to upholding the fundamental human rights of its citizens. The reported incidents of human trafficking and murder infringe upon the rights to life, dignity, and security of Miss Nwaigbo Promise and her child. We call upon you to uphold the principles of this charter and ensure that justice is served in this case.

4. Criminal Code of Nigeria: The Criminal Code contains provisions that criminalize acts such as murder, kidnapping, and human trafficking. We implore you to diligently investigate these crimes and bring the perpetrators to trial. It is crucial to establish the truth about Miss Promise Nwaigbo’s disappearance and uncover any evidence that may shed light on the fate of her child.

Given the gravity of this situation and the potential implications for the safety and well-being of women and girls in Nigeria, we earnestly request that you prioritize this case. We call for a thorough and impartial investigation to uncover the truth, locate the missing victim and child, and ensure that justice is served. Additionally, we urge you to provide support and assistance to the families affected by these heinous acts.

We trust in your commitment to upholding the rule of law and protecting the rights of every Nigerian citizen. Your swift action in this matter will serve as a beacon of hope for victims of human trafficking and their families and contribute to the eradication of such heinous crimes.

Furthermore, we are deeply concerned about the actions of the Assistant Inspector General of Police (AIG) who, today, transferred the case involving the missing Miss Promise Nwaigbo and her daughter to Zone 5 in Benin City, Edo State. It has come to our attention that there may be a biased agenda behind this decision, aimed at obstructing justice and preventing the truth from emerging.

The timing and manner of this transfer raise serious doubts about the intentions of the AIG. The case, which was already being investigated by the State Criminal Investigation Department (CID) in Delta State, was at a crucial stage with significant leads and evidence pointing towards the involvement of the prime suspects. The sudden transfer of the case to a different jurisdiction, under the control of the AIG, suggests a deliberate attempt to derail the investigation and suppress the truth.

We firmly believe that justice should be impartial and unbiased, without any interference or influence from higher-ranking officials. The transfer of the case to a different zone, especially in light of the AIG’s apparent vested interest, raises concerns about the integrity of the investigation and the commitment of the Nigerian Police Force to ensure a fair and thorough inquiry.

It is our duty to ensure that the world becomes aware of the actions taken by the AIG and the potential consequences for the pursuit of justice in this matter. We will diligently gather and disseminate information regarding this case, highlighting the attempts to undermine the investigation and release the suspects. Through public awareness and advocacy, we aim to hold the AIG and those involved accountable for any misconduct or interference in this sensitive case.

It is only through transparent and impartial investigations that public confidence in law enforcement can be maintained. The people of Nigeria, especially the family and loved ones of Miss Promise Nwaigbo, deserve nothing less than a thorough pursuit of justice and the establishment of the truth.

Thank you in advance for your attention to this urgent matter.

Yours Faithfully,

Comrade Victor Ojei
