The 1999 Constitution of Nigeria (as amended) clearly states in ๐ฆ๐ฒ๐ฐ๐๐ถ๐ผ๐ป 14(2)(b) that โthe security and welfare of the people shall be the primary purpose of government.โ Yet, in Delta State, our 25 local government chairmen seem to have forgotten this duty.
Instead of improving lives, they unleash endless levies, task forces, and exploitative agents on market women, tricycle operators, and small business ownersโall in the name of revenue. While Section 7(5) of the Constitution gives councils the power to generate income, it was never intended to ๐ข๐ง๐๐ฅ๐ข๐๐ญ ๐๐๐จ๐ง๐จ๐ฆ๐ข๐ ๐ฉ๐๐ข๐ง.
In Sokoto State, local governments give monthly cash aid to residents. Thatโs governance. Here in Delta, ๐ญ๐ก๐๐ซ๐’๐ฌ ๐ง๐จ ๐ฐ๐๐ฅ๐๐๐ซ๐, ๐ง๐จ ๐ ๐ซ๐๐ง๐ญ๐ฌ, ๐ง๐จ ๐ฌ๐ฎ๐ฉ๐ฉ๐จ๐ซ๐ญ, only exploitation. Meanwhile, our leaders travel abroad, enjoy the benefits of social welfare, but fail to replicate that system at home.
Even tenancy laws are ignored. ๐๐ก๐ ๐ฅ๐๐ ๐๐ฅ ๐ฌ๐ญ๐๐ง๐๐๐ซ๐ ๐จ๐ 8% ๐ฒ๐๐๐ซ๐ฅ๐ฒ ๐ซ๐๐ง๐ญ ๐ข๐ง๐๐ซ๐๐ฆ๐๐ง๐ญ ๐ข๐ฌ ๐ง๐จ๐ฐ๐ก๐๐ซ๐ ๐ซ๐๐ฌ๐ฉ๐๐๐ญ๐๐, ๐๐ง๐ ๐ฉ๐จ๐จ๐ซ ๐ญ๐๐ง๐๐ง๐ญ๐ฌ ๐๐ซ๐ ๐ฅ๐๐๐ญ ๐ญ๐จ ๐ฌ๐ฎ๐๐๐๐ซ.
To make matters worse, ๐ข๐ฆ๐ฉ๐จ๐ฌ๐ญ๐๐ซ ๐ญ๐๐ฑ ๐๐จ๐ฅ๐ฅ๐๐๐ญ๐จ๐ซ๐ฌ roam freely, bullying citizens with ๐๐๐ค๐ ๐๐๐ฌ, while the authorities look away.
